ITQ: Pennsylvania's Vendor Qualification ProcessUnder Pennsylvania's Invitation To Qualify (ITQ) program, B–Three Solutions is an approved provider of Software Development and Software Maintenance services. The Commonwealth of Pennsylvania was one of the first states in the country to enhance its procurement practices through the ITQ process. Under ITQ, vendors apply to be pre–qualified by the state to provide specific categories of Information Technology services. Commonwealth agencies can then secure IT services from these pre–qualified vendors without going through an RFP process. The seven–step application process includes submission of three project descriptions, accompanied by client references, for each category of IT services. Financial documentation must also be submitted. B–Three initially applied in the service categories of Software Development and Software Maintenance, and was approved in both categories. About a month later, we gained approval in the Modified Off–the–Shelf Software Services (MOTS) category. This approval reflects our expertise in building solutions that are based on a combination of customized code and commercial software.
